I believe part of the reason is due to the amount of money needed to keep the show afloat (pun intended, so yes, I'm going to He**)
The show was going to cost a LOT of money (CG plus the names involved). The CW doesn't like spending money unless they KNOW it's going to be a hit. Apparently, there was some cause for concern, or the CW execs are loony. (pun intended yet again) Either way, it is a shame but TV isn't about quality programming, it's about making money. The only reason why quality programming accidentally hits the air waves is because every once in a long while it actually makes money.
Why do you think there are so many reality TV shows out there? Compared to all other shows, they cost virtually nothing (read: a lot less) and usually turn a nifty profit. Some of these shows are quality TV, and some are utterly horrible. Yet as long as they make more money than they spend, both the quality and the crud will still be produced. If they don't make money, they will no longer be produced.
