Anybody remember NightMan? It was a TV show from 1997-1999, lasting 2 seasons and 44 episodes, loosely based upon a Malibu comic character (which Marvel comics later bought out). Anyway, a saxophonist (Johnny Domino) gets zapped by lightning and because of this he can sense evil. I believe he could sense how a bad guy was going to attack him (with a fire hose and things like that). Anyway, this lightning storm had also affected other individuals turning them into superheroes or villains as well.
I bring this up because a somewhat normal event causes normal people to become endowed with superhuman gifts. So, does this sound like anything familiar? This TV show was just plain awful at times (Manimal vs. Jack the Ripper), so hopefully the similarity is purely superficial. Also, NightMan just focused on one of the individuals, who by the way happened to run into someone who could build him a stealthy flying suit with gadgets galore. Therefore, we can rest assured the creators didn't have NightMan in mind. More than anything, NightMan symbolizes what NOT to do when making a show.
I was just thinking of similarities of "Heroes" to "The 4400" and "Unbreakable" and "Lost" and Nightman popped into my head.

I actually do remember that show! Didn't he have a wheelchair bound black guy as his sidekick? The show was very stupid, as I remember. I think he could also shoot lasers out of his eye, couldn't he?

Bingo! Part of his Batman suit, but one that could fly. It was such a rip-off. I still can't believe that show lasted for 2 seasons. Although, I do have to confess something. I think I watched every episode of the first season.  The saxophone was my instrument in high school.
