Partially cuz barely anyone ever pays attention to that forum. (after all it's a subforum)
For anyone with an account, forums (including subforums) and even individual threads all get marked read or unread, alerting people to what they have and have not read. Posts remain showing up as unread unless someone purposefully marks a forum (or all forums) read. If they do that, they've already read what they intend to and only want to know when there is something new. Bumping just makes everyone think there is something new in a forum or post when there isn't.
I don't know whether or not there is an explicit anti-bumping policy here, but its relatively standard across discussion forums in general as an understood part of net etiquette and courtesy that people don't bump their own threads.
Other commonly understood parts of net forum etiquette would be things like:
1) No thread necromancy (resurrecting a thread/conversation that has been dead for a considerable time)
2) Make sure to turn off caps lock
3) Don't spam
4) Don't troll
5) Don't double post (bumping is basically watered down double-posting)
6) Stay on topic
Mikashi is correct. When someone logs in, they are told about new threads that have been created and new posts to existing threads since the last time they were logged in. So it's not that anyone is "not seeing" your thread, regardless of where it is in the forum listing, it's because they saw it, but chose not to interact. Bumping it simply "bumps" the thread back into the "new post" listing, but if they chose not to interact the first time, I fail to see why they would do it the second or third time you bump it.

Basically people open the RPG forum and don't visit the subforums much unless they have an RP there.
Sooooo for people to notice my thread I had to make sure it was the last posted thread.
The fact my thread only has 5 views, including mine, BB and Quickwing who only visited to whine about my bumps proves your theory incorrect. Get it now?
Raichi, 79 people have viewed that thread (maybe more by the time you read this). The 5 is the number of replies, not views. Being snide with the forum owner and everyone else, and being wrong when trying to be snide is not a combo to make anyone more likely to reply to the thread. It just makes people more likely to avoid it, similar to how bumping also doesn't endear anyone to the thread-bumper. The thread has had many views, contrary to your claim, and most decided to not respond to it.

Clearly whatever it is you are trying to plug isn't working. If folk aren't posting, it's usually cause they're not interested in whatever it happens to be. Try something else original then, or join a RP that is currently active, and build from there.

I've ad bad experiences with joining other RP's on this forum. And I really want to continue this story so suggesting I give up on it is not a plan. So yeah, even if nobody's interested in joining new RP's I'm not just gonna give up on that thread.
And I don't intend to talk down on people, I'm just sleepy so I misread the 5 for views instead of replies.

QW and I were just telling you that you shouldnt bump threads. Niether one of us was being nasty. I really hate that we have to walk on egg shells around you because you act like everyones out to get you if they inform you you're doing something wrong.
I'm pretty sure everyone on here has been given constructive critism before, and you can either take it or not take it but dont be rude.
