Well, honestly, you could have watched the entire first half of the season and still not really know what any of it was about.
Basically, there was some vague plot about Hiro's father having some secret formula that gives ordinary people powers. That plot kind of comes and goes. Parkman falls in love with a chic that can run fast. Suresh uses his "formula" to give him powers and it ends up turning him halfway into Jeff Goldblum from the Fly. Ando can now shoot purple lightening from his hands that magnifies other people's powers. Nathan finds God, then promptly forgets about that within a few episodes. Then he's a good guy, then a bad guy, then a good guy, and currently is a bad guy (depending on what day of the week it is I guess).
In any case, while somewhat better than season 2, there are probably only 3-4 episodes out of the first 13 that you could even rank average or better. The whole "Villains" storyline wrapped up a couple of weeks ago and kind of served to kind of take the whole train wreck that season 2 and 3 have been and try to start putting the pieces back together to rebuild the show. I'm going to take a guess that you can pick up the first episode of the next part of the season, "Fugitives" without having to worry about missing much.
They did at least close out "Villains" on a bit of an upswing in quality, but the show's still floundering.
