In season 1, Arthur Petrelli was told that he "committed suicide" before Nathan's car accident. In season 3 episode 8, Arthur was there at the hospital.

Another confusing part was how Arthur absorbed Peter's power. Peter have the power to obtain the other people's power when he is next to someone, so shouldn't Peter absorb Arthur's power too?

Actually, Nathan said that after a while, when he was in a conference I think. But in the begining they said he got a heart attack. The second confusion is a good one, however, is a paradox, so I think the writers keep it simple.

Angela did state that the elder Mr. Petrelli had "committed suicide"...but that doesn't mean that he really did. Other people have faked their own death before.

Pretty much but the wording is a little off.

Peter's power absorption is passive, Arthur's is proactive. So when Peter was next to him he probably did but didn't realise and Arthur took them ALL back off him, including his own power absorption. So Arthur probably doesn't have to touch people or whatever he used to do now either and Peter doesn't remove the abilities when he takes them.

That explains why he didn't USE them. It doesn't mean he doesn't have them. I don't think he realised that Nathan had the ability of flight when he absorbed it.

Well, he didnt know but it was a lucky guess. He had dreamed that he could fly, and his brother was in his dreams all the time. So he decided to jump off a building, but he didnt know if he could fly or not. He was lucky that his brother had caught him, and he found out his brother could fly. Then in the hospital, he drew a picture of him flying to his brother. Then it came true.
