I dont know if 15 is thee magic number here. I dont remember him actually saying 15. I remember him saying 9 remained (and im assuming thats including him and Mrs Petrelli) so there are 7 others that we don't know. But 3 had already died before so im thinking the number is 12

Even if he wasn't including Himself and Angela, the number would only be 14. 9 others + Kaito + Angela + 3 dead = 14

So theres either 12 or 14 in this older generation

I think it's safe to say that the mysterious hooded figure is also Molly's villain.
