Molly said that she couldn't find one person. That that one person looked back. There's already a person that blocks other's powers, could that one person that looks back be the Haitian blocking her power to find where he is?
The Haitian probably blocks their access to their powers through telepathic means. He has shown that he can pull out memories. Why can he not pluck out their memories of how to use their powers?
I do not think that the Haitian is the real villain that Molly is referring to. But since he is the current focus of the Heroes graphic novel series, we should wait and see how that unfolds. It is detailing out his past so we may find out that he is, indeed, the true villain of the entire series. After all, it has shown that is someone whose loyalties are circumspect.
He worked for OWI...he has shown to work for Angela Petrelli who is at the very least an ally if not subordinate to Linderman. Though his involvement with the OWI could have just been a way to keep track of Claire for Angela since she was handed off to a member of that agency.
He bears watching if nothing else. I did like that he kept his apparent mute condition a secret for all of those years. That was brillaint.
He just doesn't seem all that evil to me. Yeah he's a shady character, but someone worse than Sylar? He might be able to negate powers, but someone can still shoot him.
How far does the Haitian's power project? Remember the episode where Bennett and the Haitian kidnap Nathan. Nathan breaks free and is trapped by the fence by Bennett and the Haitian. As they move in, Nathan flies away. Why didn't the Haitian block Nathan's power? He was certainly close enough.
Was it the fact that he was also working for Nathan's mother as well as the OWI the reason why he let Nathan escape? He also disobeyed Bennett's orders to black out Claire's memory after Sylar's attack at homecoming (Angela's grand daughter). His loyalty seemed to be more to Angela Petrelli than the OWI organizarion.
I don't think the Haitian can block all powers. He can block some, like Matt's telepathy and Hiro's teleportation, but "physical" abilities like flight probably aren't blockable. Same goes for Claire's tissue regeneration.

That is, suppose Peter meets the Haitian and thus copies his mindwipe and power-blocking, then Sylar kills the Haitian and also gains both abilities. Were Peter and Sylar to face off again after this, here is what would happen:
Peter would be have his telepathy, telekinesis, invisibility, precognition, time-stop, teleportation, metal-melting, and Dreamtime powers blocked. I suspect his regeneration, flight, fusion, super-hearing, and strength would remain.
Sylar would have his telekinesis, precognition, cryokinesis, and metal-melting blocked. I suspect his fusion and super-hearing would remain.
