Peter's weird voice was simply a special effect, not a manifestation of power.

Peter cannot be Uluru, because Mr. Muggles is Uluru.

Maybe Peter is the one who Molly fears - she didn't say he was scary only that when she see him he sees her; Peter can absorb her power so he would be able to see her; something like when he was in a room with Matt?
