His powers are probably weaker than before cuz he's really upset over the death of Charlie. I would imagine that emotions play a large part in controlling their powers.

Stress always reduces the minds ability to function normally. His power resides in his mind and therefore affected by his stress level. He is upset by the lack of ability to change the things that he has wanted to change and failure to perform heroically as he thought he should would create a very stressful situation in his mind.

I agree with Tob. I don't really think his power will diminish. I submit future Hiro as proof. But I think his already tenuous control probably diminishes. A crisis of self confidence maybe? He wasn't able to save Charlie and he wasn't there to help save Claire, so his confidence is at a low ebb. He'll need to learn the power of positive thinking
