Claire has evolved. At first she was just a whiny, prissy cheerleader who wanted nothing of her powers and lamented over not being normal. By episode 9, she had accepted her "inner freak" and really didn't care about being normal anymore. Yes, they have focused on Claire too much, but that has resulted in the most developed character evolution. Hopefully now that will start happening to the other characters.
Mohinder evolved, and then re-evolved back into his original form.

As for Hiro, I think his judgement of Charlie's death not changing him was a bit rash. After only one episode he deduced it won't be explored? Since Hiro wasn't the focus for the episode it's kind of hard to make that judgement. DL is evolving into facing his fears (Niki/Jessica) because of Micah. HRG evolved into an overprotective father (as opposed to his secretly nefarious power hunter self). Eden evolved from cute neighbor girl to shady conspirator to dead girl. Nathan evolved from corrupt politician to a corrupt politician with family concerns and a secret shame or 2.

These characters are subtly and slowly evolving, it's just so subtle sometimes we forget. That is real life. Individuals change slowly over time, not in a span of 2 minutes. They are going the Smallville route, which for all of its faults has done an excellent job slowly changing Lex Luthor from Clark's friend to adversary (I'm going through Season 5 right now).
He does have a point about HEROES relying too much on fortune telling. Hopefully that will be addressed. It would be nice if they get off the whole predestination fixation and start making decisions themselves.
