Who do you think the Haitian is really working for?

You're missing the bigger picture- the "deveaux society". Mr. Bennett, if you would notice, is often on the phone with higher ups, shown by his deference to them on issues pertaining to heroes. I think the haitian was sent to work with HRG, and thus has his agenda set by the higher ups, not HRG. This is shown when Eden tries to talk to HRG about killing Eden, but as soon as HRG sees the haitian, he stops the coversation. HRG seems to be doing his own side projects, apart from the main mission of the society.

MBG is only working with HRG because of his ability to shield others/block powers.

There is no proof that he works for, or at the direction of, the Deveaux Society. I don't recall that name actually being used in the show, only in background information.
Even if he were, with MBGs power there is no real way to control him, so his working "for" the Deveaux Society would be at his discretion only.

I suspect he is really working for himself, or with a group of metahumans who think like he does.

Seriously, in any world where superhuman powers develop, the superhumans would be able to take over the world in less than 20 years, if they work slowly...and sooner if they don't.
