Was it ever declosed how Chandra came up (found) the names of the people he was mapping?

No, that has not yet been determined. Presumably, he located them based on their genetic profile, but how you get someone's genetic profile from a distance is unknown. To date, there is no database of genetic profiles...at least, no such database of which we are aware.

Chandra's ability to locate people remains a mystery of Heroes. The only logical explanation is that Chandra knows someone whose ability is to locate other superhumans.

Human Genome project. Genetic Migration databases. W.H.O. access points. These are all public databases for researches working in genetics.

Let’s say the gov. thinks that Chandra’s book has merit …So they start a genetic database from people who have been in the hospital or at the E.R.
They give Chandra access to this data to see what he can come with (the list of names on the map!). Keep in mind he knows the markers to look for…They watch him to get the info with the help of Mr. Bennet.
Claire, Nathan, Isaac and Pete have all been in or treated at a hospital in an episode…

Claire: cut hand
Isaac: O.D.
Nathan: car accident
Peter: jumping off roof

That is plausible, but it would take years to compile such a database and it would be huge.

Also, it'd be very difficult to find out about a girl in Texas who simply cut her hand, or some guy in New York who decided jump off a building, etc.

maybe chandra suresh built his own mini version of cerebro to help him locate the heroes or he has the mental ability like prof. x to find heroes from their genetic structure...
